Can a psychiatrist refuse to see you if you have been recently hospitalized?

My friend is looking for a psychiatrist and was recently turned down by several because she had been hospitalized. Is that legal? Some said you could not have been hospitalized within the last three years and others said within a year. It just doesn't sound right to me.
